The Higher Education Emergency Relief Fund (HEERF) was authorized under 3 measures:
- HEERF I: the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, signed into law on March 27, 2020,
- HEERF II: the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on December 27, 2020, and
- HEERF III: the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021.
These measures provided billions of dollars of support to institutions of higher education to serve students and ensure learning continues during the on-going COVID-19 pandemic.
The University of Cincinnati (UC) has signed a Certification and Agreement with the Department of Education to assure the use of applicable amount of funds designated under the CARES Act, CRRSAA and ARP (a)(1) and (a)(4) programs to provide emergency financial aid grants to students.
Funding was distributed by the U.S. Department of Education Office of Postsecondary Education aimed at institutional support as well as direct student assistance. Fund usage by UC is reported and posted quarterly.
