Judge West introduced Judge Tom Heekin, a new member of the CCC Board. Judge West and Bluezette Marshall gave background to how CCC came to be and the accomplishments made. Welcomed Gabe from Urban League.
Crime Trend Update

CSR NIBRS Offenses
- Reviewed numbers across all offense categories. Compared to our numbers before COVID, we are down significantly in most crimes and remaining consistent with the past two years.
NIBRS Offenses: Society
- Primary drivers are trespassing of real property majority of other offenses are still lower than Pre-COVID
- Looking at just society-based offense, most areas are consistent with pre-COVID except for D.C. and Weapons offenses
CSR NIBRS Offenses: Person
- Consistent with pre-COVID numbers except for simple assault and intimidation which are the primary drivers
- Looking specifically at person offenses, again, while we have increased from last year in simple assaults and intimidation offenses, we are mostly consistent with Pre-COVID numbers
CSR NIBRS Offenses: Property
- The largest increase in “All other larcenies” is still below COVID numbers.
- Increase in the theft of motor vehicles. Districts 4 and 5 have seen similar patterns as well.
- Positive numbers in robberies currently down by 11
- YTD 20 percent below the 3-year average
- Focused on primarily restaurants and bars
- Property-related offenses, the areas where we see a large increase from last year, are still mostly well below Pre-COVID numbers.
- Motor Vehicle Theft and robbery was ongoing issue with certain concentrations around the Short Vine and Calhoun areas.
- Auto thefts are down 26 but still increased from 3 year average these can include golf carts. Increase due to Door Dash/Uber Eats type drivers leaving cars running and the ease of car thefts with Kia’s
- Chief Theresa Theetge mentioned the city has reached out to Kia about potential litigation. Kia will not recall due to it not being a safety issue. The city has also tried to reach out to Uber and DoorDash but has been unsuccessful to get a human being to educate their drivers to turn off their cars during delivery
Department Update
Proposed New Police Uniform

UCPD considering a uniform change. Officer Sparks demonstrated the new proposed uniform with an external vest carrier.
Departments across the country have moved towards external vest carriers. Officer wellness concerns with knees back and hips to help take pressure off the waist. Also helps with recruitment and retention
ECC 911 Upgrade

- Working on upgrades moving towards a stand-alone 911 call center
- Currently, we are a public safety answering point compared to the city which is a primary
- When someone calls 911 from a cell phone it automatically goes to the city communication center. If they are on campus they will send the call back to us and we don’t have their contact info such as the phone number they are calling from. With the new project, we will have the callback number and latitude and longitude info so we can pinpoint where they are on campus and will know where to send help too
- Hoping to go live in May or June 2023.

- Officer Bradley Shultz hired (CPD Academy - expected to graduate February 17, 2023)

- New Dispatcher Bobbie Chambers started December 5th
- New Fire Safety Inspector Phillip Ramstetter started December 5th
- Sergeant process – written test complete, next phase is Chief Assessment Center

Use of Force
- September 3: A Police Officer displayed a conducted electrical weapon to arrest a suspect.
- Consistent with training and Use of Force Policy.
- September 10: A Police Officer displayed a conducted electrical weapon to arrest a suspect.
- Consistent with training and Use of Force Policy.
- October 29: A Police Officer displayed a conducted electrical weapon to arrest a suspect.
- Consistent with training and Use of Force Policy.
- November 11: Police Officers used hard hands to arrest a suspect.
- Consistent with training and Use of Force Policy.
- November 11: A Police Sergeant used Hard Hands to arrest a suspect.

Citizen Complaint
- October 29: An allegation that a Police Officer was discourteous and unprofessional.
- Not Sustained
- Police Officer was given a Coaching for failure to activate her BWC
Internal Investigations
- November 18: An allegation that a Security Officer admitted to the polygraphist to using an employee discount from his prior employer, the Kroger company that he was not entitled to use

Training

March upgraded tasers to the new 7 platform which has two cartridges for short and long distance
Linked to the body camera as well as the lights in the car holster etc. activates the body cam
Every officer went through 2 days of active threat training and in

- last couple of month’s scenario-based training

Pedestrian Safety

- High visibility patrols with UC police and security officers during rush hours near campus.
- Installation of speed notification signs and trailers.
- Digital Messaging Boards.
- Increased traffic enforcement by Cincinnati Police Department.
- We are also working closely with the City of Cincinnati on longer-term solutions. Those efforts are being led by our Planning, Design & Construction team, which is meeting with Cincinnati Traffic Engineering to improve key intersections around campus.
